You're given inputs (here, the elemental water and elemental air) and outputs (here, the three-atom "waterproof sealant"), and you need to build machinery that turns the inputs into the outputs. The challenge is in optimizing this machinery to either use as few elements as possible (measured by cost), as fast as possible (measured by cycles), or as small as possible (measured by area). There are also various other metrics around the community but I want to finish this comment before my phone's battery runs out.
