stupid idea: Darflen EVIL mayor election, where someone gets elected specifically to oppose everything the regular mayor does
(e.g. since everyone gets 2 free cats, the evil mayor would impose a cat tax of 2 cats on everyone)

how to break the explore page for a few seconds:
