add an "oo community queue" where all communities oo joins must be manually reviewed by a moderator to see if oo will actually use it or just join to manipulate statistics

and the same with a "qxva community queue" for when qxva creates a community, to make sure it isn't inappropriate

  that's called a community name filter, and it already exists
