he doesnt have to listen to you -
1. it's not even a big deal, you told me to stop once and i accidentally replied to an old comment after you told me to stop
2. being mayor isn't going to help with that

yes the top comment is asking the point which qxva has restated as point 2 here, you don't make the rules as mayor because then how could the rules be improved by anyone else if only the mayor can do it
