Well I found more stuff. You can skip 3/5 Scrape fights in the game since you can basically port over a level's last onscreen terrain and objects. This includes the goal block, which ends a level. You can basically TP a goal block from the end of a level to a boss level and you can just end it early.

I just discovered the first big skip in Scratch Cat Land. It is really easy and saves three and a half minutes. Essentially you can wrong warp instantly to the W2 boss without completing any level in W2. This only works in W2 and no where else, it's just due to poorly placed world tiles

  Scratch Cat Land V1.0 it's a basic platformer but it's really good and surprisingly long for a Scratch game. The longest Scratch speedrun I've seen clocked in somewhere at 8 minutes

Basically this saves an additional minute, and Sub 16 seems much more feasible than originally thought.
