It’s basically like when you take a character and see how strong they are. Like, take the Hulk for example. He’s strong, and based on his feats, we can see that he once punched through time itself in one of the comics. So, that’s pretty strong.
It’s basically seeing how strong a character is, and then we use a tier system to tier them. -
