1. it can go from 11:00 A.M. to 1:00 P.M.
2. you can't post more than one a day
3. if mentioning the hashtag outside of morningyafternoon, do it by putting markdown after the #

there should be rules for morningyafternoon, for example anything before 11am or after 1pm doesn't count as morningyafternoon
