I'm not sure if it just means "is the user who made this project online" or "is the user viewing the project online" or what

  it could be even interpreted as "is the cloud feature of this project online (if cloud is down)" or "is the user viewing the project connected to the internet".

  I guess "is the user viewing the project connected to the internet" could be the right one I guess? you don't need internet for a single scratch project once you open it though (unless you want to use the cloud features but they don't work anyway lol)

  I used to load a few scratch games and play them for a whole plane flight since it didn't need internet
